1. Meaning of Human Settlement / मानव बस्ती का अर्थ
English:
A human settlement is a cluster of dwellings of any type or size where people live. People construct houses and other structures and use a particular territory as their economic support base. Settlements range from small hamlets and villages to large metropolitan cities.
हिन्दी:
मानव बस्ती किसी भी प्रकार या आकार के आवासों का समूह है जहाँ मनुष्य रहते हैं। लोग घर एवं अन्य संरचनाएँ बनाकर किसी क्षेत्र को अपने आर्थिक आधार के रूप में उपयोग करते हैं। बस्तियाँ छोटी बस्तियों और गाँवों से लेकर बड़े महानगरीय शहरों तक होती हैं।
2. Rural and Urban Settlements / ग्रामीण और शहरी बस्तियाँ
English:
Rural settlements mainly depend on land-based primary activities such as agriculture.
Urban settlements depend mainly on manufacturing, processing of raw materials and various services.
Cities act as nodes of economic growth and provide goods and services to surrounding rural areas in exchange for food and raw materials.
The relationship between rural and urban settlements is maintained through transport and communication networks.
Rural social relationships are generally intimate because people are less mobile, while urban life is faster and more complex, with relatively formal social relations.

ग्रामीण बस्तियाँ मुख्यतः कृषि जैसी भूमि-आधारित प्राथमिक आर्थिक गतिविधियों पर निर्भर रहती हैं।
शहरी बस्तियाँ कच्चे माल के प्रसंस्करण, विनिर्माण तथा विभिन्न सेवाओं पर निर्भर रहती हैं।
शहर आर्थिक विकास के केंद्र के रूप में कार्य करते हैं और आसपास के ग्रामीण क्षेत्रों को वस्तुएँ एवं सेवाएँ उपलब्ध कराते हैं।
ग्रामीण और शहरी बस्तियों के बीच संबंध परिवहन एवं संचार नेटवर्क द्वारा स्थापित होता है।
ग्रामीण क्षेत्रों में सामाजिक संबंध अधिक घनिष्ठ होते हैं, जबकि शहरी जीवन तेज, जटिल और सामाजिक संबंध अपेक्षाकृत औपचारिक होते हैं।
3. Types of Rural Settlements / ग्रामीण बस्तियों के प्रकार
The type of rural settlement depends mainly on the extent of built-up area and distance between houses. In India, rural settlements are broadly divided into four types.
ग्रामीण बस्तियों का प्रकार मुख्यतः निर्मित क्षेत्र की सीमा तथा घरों के बीच की दूरी पर निर्भर करता है। भारत में ग्रामीण बस्तियों को चार प्रमुख प्रकारों में बाँटा गया है।
A. Clustered Settlements / समूहबद्ध बस्तियाँ
English:
These are compact settlements where houses are closely built together. The residential area is generally separated from surrounding farms, barns and pastures. Such settlements may have rectangular, radial or linear patterns. They are common in fertile alluvial plains and north-eastern states. Security concerns and scarcity of water can also encourage compact settlements.

इन बस्तियों में घर एक-दूसरे के बहुत पास और सघन रूप से बने होते हैं। आवासीय क्षेत्र खेतों, खलिहानों और चरागाहों से अलग होता है। इनका स्वरूप आयताकार, अरीय या रैखिक हो सकता है। ये उपजाऊ जलोढ़ मैदानों और पूर्वोत्तर राज्यों में पाई जाती हैं। सुरक्षा तथा जल की कमी भी सघन बस्तियों के विकास का कारण हो सकती है।
B. Semi-Clustered / Fragmented Settlements / अर्ध-समूहबद्ध या खंडित बस्तियाँ
English:
These develop when a dispersed settlement tends to cluster in a limited area or when a large compact village becomes fragmented. Some sections of society live slightly away from the main settlement. They are widespread in the Gujarat plain and parts of Rajasthan.

ये बस्तियाँ बिखरी हुई बस्ती के सीमित क्षेत्र में समूह बनाने या बड़े सघन गाँव के विभाजन से विकसित हो सकती हैं। समाज के कुछ वर्ग मुख्य गाँव से थोड़ी दूरी पर बस जाते हैं। ये गुजरात के मैदान तथा राजस्थान के कुछ भागों में व्यापक हैं।
C. Hamleted Settlements / हेमलेट या छोटी बस्तियाँ
English:
A large settlement may be divided into several physically separated units having a common name. These units may be locally called panna, para, palli, nagla, dhani, etc. Social and ethnic factors often cause this type of division. They are common in the middle and lower Ganga plain, Chhattisgarh and lower Himalayan valleys.
हिन्दी:
एक बड़ा गाँव कई भौतिक रूप से अलग-अलग इकाइयों में विभाजित हो सकता है, जिनका एक ही सामान्य नाम होता है। इन्हें विभिन्न क्षेत्रों में पन्ना, पारा, पल्ली, नगला, ढाणी आदि कहा जाता है। सामाजिक एवं जातीय कारक इनके विभाजन में महत्वपूर्ण होते हैं। ये मध्य एवं निचले गंगा मैदान, छत्तीसगढ़ तथा हिमालय की निचली घाटियों में अधिक मिलती हैं।
D. Dispersed or Isolated Settlements / बिखरी या पृथक बस्तियाँ
English:
These settlements consist of isolated huts or small groups of huts, often located in remote forests or on small hills with farms or pastures. Extreme fragmentation of terrain and land resources may cause this pattern. Such settlements occur in many areas of Meghalaya, Uttarakhand, Himachal Pradesh and Kerala.

इन बस्तियों में दूर-दूर स्थित अलग-अलग झोपड़ियाँ या कुछ झोपड़ियों के छोटे समूह होते हैं। ये प्रायः दूरस्थ जंगलों या छोटी पहाड़ियों पर खेतों और चरागाहों के साथ मिलती हैं। भू-भाग की अत्यधिक खंडित प्रकृति तथा भूमि संसाधनों के कारण इनका विकास होता है। मेघालय, उत्तराखंड, हिमाचल प्रदेश और केरल के कई क्षेत्रों में ऐसी बस्तियाँ मिलती हैं।
Factors Affecting Rural Settlement Patterns / ग्रामीण बस्ती प्रतिरूप को प्रभावित करने वाले कारक
Physical factors / भौतिक कारक: Terrain, altitude, climate and availability of water.
भूभाग, ऊँचाई, जलवायु तथा जल की उपलब्धता।Cultural and ethnic factors / सांस्कृतिक एवं जातीय कारक: Social structure, caste and religion.
सामाजिक संरचना, जाति एवं धर्म।Security factors / सुरक्षा कारक: Protection from theft and robbery.
चोरी एवं डकैती से सुरक्षा।
4. Urban Settlements / शहरी बस्तियाँ
English:
Urban settlements are generally larger and more compact and perform various non-agricultural, economic and administrative functions. Cities are functionally connected with surrounding rural areas. The exchange of goods and services may occur directly or through a chain of market towns and cities.
हिन्दी:
शहरी बस्तियाँ सामान्यतः बड़ी और सघन होती हैं तथा विभिन्न गैर-कृषि, आर्थिक और प्रशासनिक कार्य करती हैं। शहर अपने आसपास के ग्रामीण क्षेत्रों से कार्यात्मक रूप से जुड़े होते हैं। वस्तुओं एवं सेवाओं का आदान-प्रदान प्रत्यक्ष रूप से या बाजार कस्बों एवं शहरों की श्रृंखला के माध्यम से होता है।
5. Evolution of Towns in India / भारत में शहरों का विकास
Indian towns have existed since prehistoric times. Harappa and Mohenjo-Daro existed during the Indus Valley Civilisation. On the basis of their historical development, Indian towns are classified into Ancient, Medieval and Modern towns.
भारत में प्रागैतिहासिक काल से ही शहरों का अस्तित्व रहा है। सिंधु घाटी सभ्यता के समय हड़प्पा और मोहनजोदड़ो जैसे नगर मौजूद थे। ऐतिहासिक विकास के आधार पर भारतीय शहरों को प्राचीन, मध्यकालीन और आधुनिक शहरों में बाँटा जाता है।
Ancient Towns / प्राचीन शहर
English:
Many ancient towns have a history of more than 2,000 years and developed mainly as religious and cultural centres. Examples include Varanasi, Prayag, Pataliputra and Madurai.
हिन्दी:
कई प्राचीन शहरों की ऐतिहासिक पृष्ठभूमि 2,000 वर्षों से अधिक पुरानी है। इनमें से अधिकांश धार्मिक एवं सांस्कृतिक केंद्रों के रूप में विकसित हुए। उदाहरण—वाराणसी, प्रयाग, पाटलिपुत्र और मदुरै।
Medieval Towns / मध्यकालीन शहर
English:
About 100 existing towns have roots in the medieval period. Many developed as headquarters of principalities and kingdoms and as fort towns. Examples include Delhi, Hyderabad, Jaipur, Lucknow, Agra and Nagpur.
हिन्दी:
लगभग 100 वर्तमान शहरों की जड़ें मध्यकालीन समय में हैं। अनेक शहर रियासतों एवं राज्यों के मुख्यालय तथा किलेबंद शहरों के रूप में विकसित हुए। उदाहरण—दिल्ली, हैदराबाद, जयपुर, लखनऊ, आगरा और नागपुर।
Modern Towns / आधुनिक शहर
English:
The British and other Europeans developed several towns, beginning with coastal trading ports such as Surat, Daman, Goa and Pondicherry. The British later developed Mumbai, Chennai and Kolkata as major centres. Administrative centres, hill towns, military areas and industrial towns also developed. Jamshedpur is an example of a town based on modern industry. After independence, many administrative and industrial towns and satellite towns developed.

अंग्रेजों एवं अन्य यूरोपीय शक्तियों ने कई शहरों का विकास किया। तटीय व्यापारिक बंदरगाहों जैसे सूरत, दमन, गोवा और पांडिचेरी से शुरुआत हुई। बाद में मुंबई, चेन्नई और कोलकाता प्रमुख केंद्र बने। प्रशासनिक केंद्र, पहाड़ी नगर, सैन्य क्षेत्र तथा औद्योगिक नगर भी विकसित हुए। जमशेदपुर आधुनिक उद्योग पर आधारित शहर का उदाहरण है। स्वतंत्रता के बाद अनेक प्रशासनिक, औद्योगिक तथा उपग्रह शहर विकसित हुए।
6. Urbanisation in India / भारत में शहरीकरण
English:
The level of urbanisation is measured by the percentage of urban population to total population.
In 2011, India's urbanisation level was 31.16%.
Total urban population increased eleven-fold during the twentieth century.
Expansion of urban centres and emergence of new towns contributed significantly to urbanisation.
The growth rate of urbanisation slowed during the last two decades mentioned in the chapter.

शहरीकरण का स्तर कुल जनसंख्या में शहरी आबादी के प्रतिशत से मापा जाता है।
2011 में भारत में शहरीकरण का स्तर 31.16% था।
बीसवीं शताब्दी में कुल शहरी आबादी में ग्यारह गुना वृद्धि हुई।
शहरी केंद्रों के विस्तार और नए शहरों के उद्भव ने शहरीकरण में महत्वपूर्ण योगदान दिया।

Towns may specialise in particular functions, although every town performs several functions. The chapter classifies them as follows:

8. Multifunctional Nature of Cities / शहरों की बहु-कार्यात्मक प्रकृति
English:
Cities are not static in their functions. As specialised cities grow into metropolises, they become multifunctional. Industry, business, administration and transport become interconnected, making it difficult to place a large city into only one functional category.

शहरों के कार्य स्थिर नहीं होते। जैसे-जैसे विशेषीकृत शहर महानगरों में विकसित होते हैं, वे बहु-कार्यात्मक बन जाते हैं। उद्योग, व्यापार, प्रशासन और परिवहन जैसे कार्य आपस में जुड़ जाते हैं, इसलिए किसी बड़े शहर को केवल एक कार्यात्मक वर्ग में रखना कठिन हो जाता है।
9. Smart Cities Mission / स्मार्ट सिटीज मिशन
English:
The Government of India launched the Smart Cities Mission on 25 June 2015. Its objective is to promote sustainable and inclusive cities with core infrastructure, decent quality of life, a clean and sustainable environment and the use of smart solutions. The mission seeks economic growth and better quality of life through comprehensive work on the social, economic, physical and institutional pillars of cities.

भारत सरकार ने 25 जून 2015 को स्मार्ट सिटीज मिशन शुरू किया। इसका उद्देश्य ऐसे सतत और समावेशी शहरों को बढ़ावा देना है जहाँ बुनियादी ढाँचा, अच्छा जीवन स्तर, स्वच्छ एवं टिकाऊ वातावरण तथा स्मार्ट समाधानों का उपयोग हो। मिशन शहर के सामाजिक, आर्थिक, भौतिक और संस्थागत स्तंभों पर व्यापक कार्य करके आर्थिक विकास एवं जीवन स्तर में सुधार करना चाहता है।
