1. Importance of Water Resources | जल संसाधनों का महत्व

Water is a cyclic and renewable resource, but only a very small proportion of the world’s freshwater is effectively available for human use. About 71% of the Earth’s surface is covered with water, while freshwater is only about 3% of the total water. Water availability varies according to place and time. Increasing demand, over-utilisation and pollution are creating water scarcity and conflicts among communities, regions and states.

2. Water Resources of India | भारत के जल संसाधन

India occupies about 2.45% of the world’s surface area, possesses about 4% of the world’s water resources, and supports about 16% of the world’s population. The country receives about 4,000 cubic km of water annually through precipitation. Surface water and replenishable groundwater together provide about 1,869 cubic km, of which only about 60% can be beneficially utilised. Thus, the total utilisable water resource is about 1,122 cubic km.

3. Surface Water Resources | सतही जल संसाधन

The four major sources of surface water are rivers, lakes, ponds and tanks. India has about 10,360 rivers and tributaries longer than 1.6 km. The average annual flow in Indian river basins is estimated at about 1,869 cubic km, but only about 690 cubic km (32%) can be utilised because of geographical, hydrological and other limitations.

River flow depends mainly on the size of the catchment area and rainfall. Rainfall in India has high spatial variation and is concentrated mainly during the monsoon. The Ganga, Brahmaputra and Barak basins together account for only about one-third of the country’s area but contain about 60% of its surface water resources.

4. Groundwater Resources | भूजल संसाधन

India has about 432 cubic km of replenishable groundwater resources. Groundwater utilisation is very high in Punjab, Haryana, Rajasthan and Tamil Nadu, while it is relatively low in states such as Chhattisgarh, Odisha and Kerala. Gujarat, Uttar Pradesh, Bihar, Tripura and Maharashtra use groundwater at a moderate rate.

Over-exploitation of groundwater causes a decline in the groundwater table. In some areas it has also increased fluoride and arsenic concentrations. Continued overuse may create water shortages, harm development and cause social disturbances.

5. Lagoons and Backwaters | लैगून और बैकवाटर

India has a long and indented coastline, which has favoured the formation of lagoons and lakes. Important examples include Vembanad Lake in Kerala, Chilika Lake in Odisha and backwater lakes in the Sundarban delta of West Bengal. These waters are generally brackish but are useful for fishing and irrigation of certain crops such as paddy and coconut.

6. Water Demand and Utilisation | जल की माँग और उपयोग

India has traditionally been an agrarian economy, so agriculture is the largest user of water. Agriculture accounts for about 89% of surface-water utilisation and 92% of groundwater utilisation. Industrial use accounts for about 2% of surface water and 5% of groundwater, while the domestic sector accounts for about 9% of surface-water utilisation.

Important multipurpose river valley projects mentioned in the document include Bhakra-Nangal, Hirakud, Damodar Valley, Nagarjuna Sagar and Indira Gandhi Canal Project.

7. Demand for Irrigation | सिंचाई के लिए जल की माँग

Irrigation is essential because rainfall in India is uneven in both space and time. Large areas, particularly north-western India and the Deccan Plateau, have deficient rainfall and are drought-prone. Even areas receiving adequate rainfall may experience dry spells due to breaks or failure of the monsoon.

Crops such as rice, sugarcane and jute require large quantities of water. Irrigation enables multiple cropping, increases agricultural productivity and provides regular moisture required by high-yielding varieties. This contributed to the success of the Green Revolution in Punjab, Haryana and western Uttar Pradesh.

8. Overuse of Groundwater and Intensive Irrigation | भूजल का अत्यधिक उपयोग और गहन सिंचाई

In Punjab, Haryana and western Uttar Pradesh, more than 85% of net sown area is under irrigation. Heavy dependence on wells and tubewells has resulted in groundwater depletion. Excessive irrigation can also increase soil salinity and reduce groundwater availability.

Per capita water availability is declining because of population growth. At the same time, industrial, agricultural and domestic wastes are polluting water resources. Thus, both the quantity and quality of usable water are becoming serious concerns.

10. Deterioration of Water Quality | जल की गुणवत्ता में गिरावट

Water quality means the purity of water and absence of unwanted foreign substances. Water becomes polluted by microorganisms, chemicals, industrial wastes and other pollutants. These substances can make water unfit for human use and damage aquatic ecosystems. Pollutants may also seep into groundwater.

The document identifies the Ganga and Yamuna among the highly polluted rivers. The Yamuna between Delhi and Etawah is identified as particularly polluted.

Recycling and reuse can improve freshwater availability. Reclaimed wastewater can be used by industries for cooling and firefighting. In cities, water from bathing, washing utensils and washing vehicles can be reused for gardening. This saves higher-quality water for drinking.

14. Watershed Management | वाटरशेड प्रबंधन

English:
Watershed management means efficient management and conservation of surface and groundwater resources. It includes controlling runoff, storing water and recharging groundwater through structures such as percolation tanks and recharge wells. In a broader sense, it includes conservation, regeneration and judicious use of land, water, plants, animals and human resources within a watershed.

Its success depends greatly on community participation. Examples mentioned include Haryali, Neeru-Meeru in Andhra Pradesh and Arvary Pani Sansad in Alwar, Rajasthan.
