🎯 What is this Chapter about?

Natural hazards and disasters are important geographical phenomena because they affect human life, settlements, infrastructure, economy and the environment. The chapter explains the difference between a natural hazard and a natural disaster, their classification, major hazards experienced in India, vulnerability and methods of disaster management.

The central idea of the chapter is that a natural event does not always become a disaster. The extent of damage depends greatly upon the exposure, vulnerability and preparedness of society.

1. Disaster and Natural Hazard

A disaster is an undesirable event which causes serious disruption of life and property and may result in death, injury and economic losses. Such events may occur suddenly and can exceed the normal capacity of emergency services.

A natural hazard is a natural environmental condition or process having the potential to cause harm to people or property.

Remember:
Hazard = Potential to cause harm
Disaster = Large-scale actual damage and disruption

The same natural phenomenon may produce different levels of damage in different places because vulnerability, population density, infrastructure, preparedness and human activities vary from region to region.

2. Classification of Natural Disasters

Natural disasters can broadly be classified into four major categories:

Category Examples
Atmospheric Blizzards, thunderstorms, lightning, tornadoes, tropical cyclones, drought, hailstorms, frost, heat waves and cold waves.
Terrestrial Earthquakes, volcanic eruptions, landslides, avalanches, subsidence and soil erosion.
Aquatic Floods, tidal waves, storm surges and tsunamis.
Biological Insect infestation and diseases caused by fungal, bacterial and viral agents.

3. Earthquakes

Earthquakes are among the most unpredictable and destructive natural hazards. Tectonic earthquakes are produced by the sudden release of energy associated with movements in the Earth's crust.

India is particularly vulnerable in the Himalayan and north-eastern regions because of the interaction and movement of tectonic plates. The Indian Plate continues to move towards the north and north-east and interacts with the Eurasian Plate.

Earthquakes can cause ground shaking, collapse of buildings, landslides, fires, disruption of communication and transport networks and, in certain situations, tsunamis.

Teaching Point: An earthquake itself may be a natural phenomenon; the disaster becomes severe when people, buildings and infrastructure are highly exposed and vulnerable.

4. Tsunami

A tsunami is a series of powerful sea waves generally generated by under-sea earthquakes, volcanic eruptions, submarine landslides or other large disturbances of the ocean floor.

When these waves reach shallow coastal waters, their height may increase considerably and they can cause extensive destruction in coastal areas.

The Indian Ocean tsunami of 2004 demonstrated the devastating impact of tsunami hazards on coastal communities.

5. Floods

Floods occur when water exceeds the carrying capacity of rivers, drainage systems or land surfaces. They may result from excessive rainfall, river overflow, cyclones, storm surges and other factors.

In India, flood vulnerability is particularly significant in river basins and low-lying areas. Floods in eastern India are often associated with large river systems and heavy monsoonal rainfall, whereas different regions may experience floods because of local rainfall, drainage conditions and cyclonic activity.

6. Droughts

Drought is a prolonged period of deficient rainfall resulting in water shortage. It can affect agriculture, drinking water, livestock, employment and the wider economy.

Drought vulnerability is particularly important in areas receiving relatively low or highly variable rainfall.

7. Cyclones

Tropical cyclones are intense atmospheric systems associated with low-pressure conditions and strong winds. They develop over warm ocean waters under favourable atmospheric conditions.

Cyclones may produce strong winds, heavy rainfall, storm surges and coastal flooding. India's long coastline makes several coastal regions vulnerable to cyclonic hazards.

8. Landslides

A landslide is the movement of rock, soil or debris down a slope under the influence of gravity. Landslides are especially important in mountainous and hilly regions.

Natural factors such as steep slopes, heavy rainfall, earthquakes and weak geological structures can trigger landslides. Human activities such as road construction, mining, deforestation and poorly planned development may increase vulnerability.

Important Landslide-Prone Regions

The Himalayan states and north-eastern hill regions are particularly vulnerable. Landslides may also occur in parts of the Western and Eastern Ghats, plateau regions and areas affected by mining and subsidence.

Mitigation

  • Restriction of construction in high-risk zones
  • Afforestation
  • Proper drainage of slopes
  • Terrace farming where appropriate
  • Careful road and dam construction
  • Scientific slope stabilisation

9. Disaster Management

Disaster management involves organised measures for reducing the effects of disasters before, during and after an event.

Stage Main Focus
Preparedness Warning systems, training, emergency plans and public awareness.
Response Rescue, evacuation, medical assistance, shelter and emergency relief.
Recovery Restoration of essential services and rehabilitation.
Mitigation Long-term measures to reduce future disaster risk.
Key Idea: Disaster management is not limited to relief after a disaster. Risk reduction and preparedness before the disaster are equally important.

10. Vulnerability of India

India's large geographical extent, varied physical environment, population distribution, coastal location, mountainous terrain and socio-economic conditions create different patterns of vulnerability.

Human intervention can sometimes increase disaster risk. Expansion of settlements into flood plains, construction in unstable slopes, deforestation, mining and poorly planned development may intensify the impact of natural hazards.

Exam Concept: Developmental activities become a cause of disasters when they ignore the environmental characteristics and hazard potential of a region.

🎯 अध्याय का मुख्य विचार

प्राकृतिक संकट तथा आपदाएँ मानव जीवन, बस्तियों, कृषि, परिवहन, संचार, अर्थव्यवस्था तथा पर्यावरण को प्रभावित करने वाली महत्वपूर्ण भौगोलिक घटनाएँ हैं। इस अध्याय में प्राकृतिक संकट और प्राकृतिक आपदा में अंतर, आपदाओं का वर्गीकरण, भारत में प्रमुख प्राकृतिक आपदाएँ, भारत की संवेदनशीलता तथा आपदा प्रबंधन के उपायों का अध्ययन किया जाता है।

इस अध्याय की सबसे महत्वपूर्ण अवधारणा यह है कि प्रत्येक प्राकृतिक घटना आपदा नहीं होती। किसी घटना से होने वाली क्षति समाज की संवेदनशीलता, जनसंख्या, अवसंरचना, तैयारी तथा मानवीय गतिविधियों पर भी निर्भर करती है।

1. आपदा और प्राकृतिक संकट

आपदा ऐसी अवांछनीय घटना है जो मानव जीवन, संपत्ति और सामाजिक व्यवस्था में गंभीर व्यवधान उत्पन्न करती है तथा बड़े पैमाने पर मृत्यु, चोट और आर्थिक क्षति का कारण बन सकती है।

प्राकृतिक संकट प्राकृतिक पर्यावरण में उपस्थित ऐसी परिस्थिति या प्रक्रिया है जिसमें मनुष्य अथवा संपत्ति को नुकसान पहुँचाने की क्षमता होती है।

याद रखें:
संकट (Hazard) = नुकसान की संभावित स्थिति
आपदा (Disaster) = बड़े पैमाने पर वास्तविक क्षति एवं व्यवधान

किसी प्राकृतिक घटना का प्रभाव अलग-अलग क्षेत्रों में अलग हो सकता है, क्योंकि जनसंख्या, बस्तियों, अवसंरचना, आर्थिक स्थिति और आपदा से निपटने की तैयारी में अंतर होता है।

2. प्राकृतिक आपदाओं का वर्गीकरण

श्रेणी उदाहरण
वायुमंडलीय बर्फानी तूफान, गरज-चमक वाले तूफान, बिजली, टॉरनेडो, उष्णकटिबंधीय चक्रवात, सूखा, ओलावृष्टि, पाला, लू, शीत लहर आदि।
स्थलीय भूकंप, ज्वालामुखी विस्फोट, भूस्खलन, हिमस्खलन, भूमि धँसाव और मृदा अपरदन।
जलीय बाढ़, ज्वारीय तरंगें, तूफानी ज्वार तथा सुनामी।
जैविक कीट संक्रमण तथा कवकीय, जीवाणु और विषाणु जनित रोग।

3. भूकंप

भूकंप सबसे अधिक अप्रत्याशित और विनाशकारी प्राकृतिक संकटों में से एक है। विवर्तनिक भूकंप पृथ्वी की भूपर्पटी में प्लेटों की गति से संबंधित ऊर्जा के अचानक मुक्त होने के कारण उत्पन्न होते हैं।

भारत में हिमालय तथा उत्तर-पूर्वी क्षेत्र भूकंप की दृष्टि से अधिक संवेदनशील हैं। भारतीय प्लेट उत्तर तथा उत्तर-पूर्व की ओर गतिशील है और यूरेशियन प्लेट के साथ इसकी अंतःक्रिया होती है।

भूकंप से भवनों का गिरना, भूस्खलन, आग, सड़क एवं रेल व्यवस्था में व्यवधान तथा अन्य द्वितीयक आपदाएँ उत्पन्न हो सकती हैं।

शिक्षण सूत्र: भूकंप प्राकृतिक घटना है, लेकिन यदि लोग और अवसंरचना अधिक संवेदनशील क्षेत्र में हों तो उसका प्रभाव आपदा में बदल सकता है।

4. सुनामी

सुनामी समुद्र के भीतर उत्पन्न होने वाली शक्तिशाली तरंगों की श्रृंखला है। इसका कारण समुद्र के नीचे भूकंप, ज्वालामुखीय गतिविधि, समुद्रतलीय भूस्खलन अथवा समुद्र तल में होने वाला कोई बड़ा विस्थापन हो सकता है।

जब ये तरंगें उथले तटीय जल में पहुँचती हैं तो उनकी ऊँचाई बढ़ सकती है और तटीय क्षेत्रों में व्यापक विनाश हो सकता है।

2004 की हिंद महासागर सुनामी ने भारत सहित अनेक तटीय क्षेत्रों में सुनामी की विनाशकारी क्षमता को स्पष्ट किया।

5. बाढ़

जब किसी नदी, जल निकासी तंत्र या भूमि की जल वहन क्षमता से अधिक पानी हो जाता है तो बाढ़ की स्थिति उत्पन्न हो सकती है। अत्यधिक वर्षा, नदियों में जलस्तर बढ़ना, चक्रवात और तूफानी ज्वार इसके प्रमुख कारणों में शामिल हैं।

बाढ़ के प्रमुख प्रभाव

  • मानव जीवन और पशुधन की हानि
  • घरों और अवसंरचना की क्षति
  • फसलों तथा कृषि को नुकसान
  • जलभराव एवं मृदा अपरदन
  • परिवहन एवं संचार में बाधा
  • जलजनित रोगों का प्रसार

बाढ़ न्यूनीकरण के उपाय

  • बाढ़ पूर्वानुमान एवं चेतावनी प्रणाली
  • तटबंध एवं उचित जल निकासी
  • बाढ़ आश्रय तथा सुरक्षित निकासी योजना
  • वनीकरण एवं जलागम प्रबंधन
  • अत्यधिक संवेदनशील क्षेत्रों में बस्तियों का नियमन

6. सूखा

सूखा लंबे समय तक सामान्य से कम वर्षा होने तथा जल की कमी की स्थिति को कहा जाता है। इसका प्रभाव कृषि, पेयजल, पशुधन, रोजगार और अर्थव्यवस्था पर पड़ता है।

कम वर्षा तथा वर्षा की अत्यधिक अनिश्चितता वाले क्षेत्रों में सूखे की संवेदनशीलता अधिक होती है।

सूखा कम करने के उपाय

  • वर्षा जल संचयन
  • जलागम क्षेत्र विकास
  • कुशल सिंचाई
  • कम जल वाली फसलों एवं उपयुक्त कृषि पद्धतियों का प्रयोग
  • भूजल संरक्षण
  • वनीकरण एवं मृदा-नमी संरक्षण

7. चक्रवात

उष्णकटिबंधीय चक्रवात गर्म समुद्री जल के ऊपर विकसित होने वाली तीव्र निम्न-दाब वाली वायुमंडलीय प्रणालियाँ हैं। इनके साथ तेज हवाएँ, अत्यधिक वर्षा तथा तूफानी ज्वार जुड़ सकते हैं।

भारत की लंबी तटीय सीमा के कारण इसके अनेक तटीय क्षेत्र चक्रवातों के प्रति संवेदनशील हैं।

चक्रवात से क्षति कम करने के उपाय

  • पूर्व चेतावनी प्रणाली
  • चक्रवात आश्रय स्थल
  • संवेदनशील आबादी की समय पर निकासी
  • तटबंध एवं सुरक्षात्मक संरचनाएँ
  • तटीय वनीकरण
  • आपदा-रोधी भवन निर्माण

8. भूस्खलन

भूस्खलन ढाल पर स्थित चट्टान, मृदा या मलबे का गुरुत्वाकर्षण के कारण नीचे की ओर खिसकना है। पर्वतीय और पहाड़ी क्षेत्रों में इसकी संभावना अधिक होती है।

तीव्र ढाल, भारी वर्षा, भूकंप, कमजोर भूगर्भीय संरचना आदि प्राकृतिक कारक भूस्खलन को उत्पन्न कर सकते हैं। सड़क निर्माण, खनन, वनों की कटाई और अनियोजित विकास मानवीय रूप से जोखिम को बढ़ा सकते हैं।

भारत में संवेदनशील क्षेत्र

हिमालयी राज्य तथा उत्तर-पूर्वी पहाड़ी क्षेत्र भूस्खलन की दृष्टि से विशेष रूप से संवेदनशील हैं। पश्चिमी एवं पूर्वी घाट तथा खनन एवं भूमि धँसाव से प्रभावित कुछ पठारी क्षेत्र भी भूस्खलन का सामना करते हैं।

न्यूनीकरण

  • अत्यधिक जोखिम वाले क्षेत्रों में निर्माण पर नियंत्रण
  • वनीकरण
  • ढालों की उचित जल निकासी
  • उपयुक्त स्थानों पर सीढ़ीदार कृषि
  • सड़क एवं बाँध निर्माण में वैज्ञानिक योजना
  • ढाल स्थिरीकरण

9. आपदा प्रबंधन

आपदा प्रबंधन का उद्देश्य आपदा से पहले, आपदा के समय और आपदा के बाद संगठित उपायों द्वारा जन-धन की क्षति को कम करना है।

चरण मुख्य कार्य
तैयारी पूर्व चेतावनी, प्रशिक्षण, आपातकालीन योजना और जन-जागरूकता।
प्रतिक्रिया बचाव, निकासी, चिकित्सा सहायता, आश्रय और राहत।
पुनर्प्राप्ति आवश्यक सेवाओं की बहाली एवं पुनर्वास।
न्यूनीकरण भविष्य में आपदा जोखिम को कम करने के दीर्घकालीन उपाय।
महत्वपूर्ण: आपदा प्रबंधन केवल आपदा आने के बाद राहत देने तक सीमित नहीं है। आपदा से पहले तैयारी और जोखिम न्यूनीकरण उतने ही महत्वपूर्ण हैं।

10. भारत की आपदा संवेदनशीलता

भारत का विशाल भौगोलिक विस्तार, विविध भौतिक पर्यावरण, जनसंख्या का वितरण, लंबी तटरेखा, पर्वतीय क्षेत्र तथा सामाजिक-आर्थिक परिस्थितियाँ अलग-अलग प्रकार की आपदाओं के प्रति विभिन्न स्तर की संवेदनशीलता पैदा करती हैं।

कई बार मानवीय गतिविधियाँ प्राकृतिक संकट को आपदा में बदलने की संभावना बढ़ा देती हैं। बाढ़ मैदानों में बस्तियों का विस्तार, अस्थिर ढालों पर निर्माण, वनों की कटाई, खनन तथा अनियोजित विकास इसके उदाहरण हैं।

परीक्षा के लिए याद रखें:
जब विकासात्मक गतिविधियाँ किसी क्षेत्र की भौगोलिक एवं पर्यावरणीय विशेषताओं और उसके आपदा जोखिम को ध्यान में नहीं रखतीं, तो वे स्वयं आपदा के जोखिम को बढ़ा सकती हैं।
