Ans. Natural
Hazards are elements of circumstances in the Natural environment that have
the potential to cause harm to people or property or both. These may be
swift or permanent aspects of the respective environmental settings like
currents in the oceans, steep slope and unstable structural features in the
Himalayas or extreme climatic conditions in deserts or glaciated areas.
As compared to natural hazards, natural disasters are relatively sudden and cause large scale, widespread death, loss of property and disturbance to social systems and life over which people have a little or no control. Thus, any event can be classed as disaster when the magnitude of destruction and damage caused by it is very high.
प्राकृतिक खतरे
प्राकृतिक वातावरण की वे स्थितियाँ या तत्व हैं जिनसे लोगों, संपत्ति या दोनों को
नुकसान पहुँचने की संभावना होती है। ये संबंधित पर्यावरण की तेज़ी से बदलने वाली या

(ii) Why are there more earthquakes
in the Himalayas and in the north-eastern region of India? हिमालय
और भारत के उत्तर-पूर्वी क्षेत्र में ज़्यादा भूकंप क्यों आते हैं?
Ans. Earthquakes are the most unpredictable and highly destructive of all the natural disasters. There are more earthquakes in the Himalayas and in the north-eastern region of India because Himalaya is a young folded mountain of the world. Here the Indian plate is moving at a speed of one centimetre per year towards the north and northeastern direction and this movement of plates is being constantly obstructed by the Eurasian plate from the north. As a result of this, both the plates are said to be locked with each other resulting in accumulation of energy at different points of time. Excessive accumulation of energy results in building up of stress, which ultimately leads to the breaking up of the lock and the sudden release of energy, causes earthquakes along the Himalayan arch. Some of the most vulnerable regions are Jammu and Kashmir, Laddakh, Himachal Pradesh, Uttarakhand, Sikkim, and the Darjiling and subdivision of West Bengal and all the seven states of the northeast.

(iii) What are the basic
requirements for the formation of a cyclone? चक्रवात बनने के लिए बुनियादी
ज़रूरतें क्या हैं?
Ans. Tropical cyclones are intense low-pressure areas confined to the area lying between 30° N and 30° S latitudes, in the atmosphere around which high velocity winds blow. Horizontally, it extends up to 500-1,000 km and vertically from surface to 12-14 km.
A tropical cyclone or hurricane is like a heat engine that is energised by the release of latent heat on account of the condensation of moisture that the wind gathers after moving over the oceans and seas.There are differences of opinion among scientists about the exact mechanism of a tropical cyclone.
However,
some initial conditions for the emergence of a tropical cyclone are:
(i)
Large and continuous supply
of warm and moist air that can release enormous latent heat.
(ii)
Strong Coriolis force that can prevent filling of low pressure at the centre (absence
of Coriolis force near the equator prohibits the formation of tropical cyclone
between 0°-5° latitude).
(iii)
Unstable condition through the troposphere that creates local disturbances around
which a cyclone develops.
(iv)
Absence of strong vertical wind wedge, which disturbs the vertical transport of latent heat.
ट्रॉपिकल साइक्लोन (उष्णकटिबंधीय चक्रवात) कम दबाव वाले बहुत तेज़ क्षेत्र होते हैं जो 30° उत्तर और 30° दक्षिण अक्षांशों के बीच के इलाके में बनते हैं; इनके चारों ओर तेज़ रफ़्तार वाली हवाएँ चलती हैं। क्षैतिज रूप से (horizontal) इनका विस्तार 500-1,000 km तक और ऊर्ध्वाधर रूप से (vertical) ज़मीन की सतह से 12-14 km की ऊँचाई तक होता है।
ट्रॉपिकल साइक्लोन या हरिकेन एक हीट इंजन की तरह काम करता है। इसे ऊर्जा तब मिलती है जब हवा महासागरों और समुद्रों के ऊपर से गुज़रते हुए नमी इकट्ठा करती है और फिर उस नमी के संघनन (condensation) से गुप्त ऊष्मा (latent heat) निकलती है। ट्रॉपिकल साइक्लोन के बनने की सटीक प्रक्रिया को लेकर वैज्ञानिकों के बीच अलग-अलग राय हैं।
हालाँकि, ट्रॉपिकल साइक्लोन के
बनने के लिए कुछ शुरुआती स्थितियाँ ज़रूरी हैं:

(vi) How are the floods in Eastern
India different from the ones in Western India? पूर्वी भारत में आने
वाली बाढ़, पश्चिमी भारत में आने वाली बाढ़ से किस तरह अलग है?
Ans. Various states of India face heavy
loss of lives and property due to recurrent floods. Rashtriya Barh Ayog
(National Flood Commission) identified 40 million hectares of land as
flood-prone in India. In the Eastern India, Assam, West Bengal and Bihar
are among the high flood-prone states of India. In these states Brahamputra
River, Damodar River and Kosi River brings a lot of water during rainy season
every year and oucars the floods.
Apart from these, most of the rivers in the North Western states like Rajasthan, Gujarat, Haryana and Punjab, are also vulnerable to occasional floods. It has been noticed that these states are also getting inundated in recent decades due to flash floods. This is partly because of the pattern of the monsoon and partly because of blocking of most of the streams and river channels by human activities. Sometimes, Tamil Nadu experiences flooding during November-January due to the retreating monsoon.

बाढ़ आयोग ने भारत में 40 मिलियन हेक्टेयर ज़मीन को बाढ़-संभावित (बाढ़ का खतरा होने वाला) क्षेत्र
के तौर पर पहचाना है। पूर्वी भारत में, असम, पश्चिम बंगाल और बिहार ऐसे राज्य हैं जहाँ बाढ़ का खतरा सबसे ज़्यादा रहता
है। इन राज्यों में हर साल बारिश के मौसम में ब्रह्मपुत्र, दामोदर
और कोसी नदियाँ बहुत ज़्यादा पानी लाती हैं, जिससे बाढ़ आती है।
इसके अलावा, राजस्थान, गुजरात, हरियाणा और पंजाब जैसे उत्तर-पश्चिमी राज्यों की ज़्यादातर नदियों में भी कभी-कभी बाढ़ आ जाती है। देखा गया है कि हाल के दशकों में इन राज्यों में अचानक आने वाली बाढ़ (flash floods) से भी जल-जमाव की स्थिति बन रही है। ऐसा कुछ हद तक मॉनसून के पैटर्न और कुछ हद तक मानवीय गतिविधियों के कारण नदियों और जल-धाराओं के रास्ते रुकने की वजह से हो रहा है। कभी-कभी, लौटते हुए मॉनसून के कारण तमिलनाडु में नवंबर-जनवरी के दौरान बाढ़ की स्थिति बन जाती है।
(v) Why are there more droughts in
Central and Western India? मध्य और पश्चिमी भारत में ज़्यादा सूखे क्यों
पड़ते हैं?
Ans. The term ‘drought’ is applied to an extended period when there is a shortage of water availability due to inadequate precipitation, excessive rate of evaporation and over-utilisation of water from the reservoirs and other storages, including the ground water.
According to some estimates, nearly 19 per cent of the total geographical area of the country and 12 per cent of its total population suffer due to drought every year. About 30 per cent of the country’s total area is identified as drought prone affecting around 50 million people.
On the basis of severity of droughts, the most parts of western India likely - Rajasthan, Kachchh regions of Gujarat fall in Extreme Drought Affected Areas category. Eastern Rajasthan, most parts of Madhya Pradesh, eastern Maharashtra, interior parts of Andhra Pradesh and Karnataka Plateau, Telengana, northern parts of interior Tamil Nadu and southern parts of Jharkhand and interior Odisha are included in Severe Drought Prone Area category. These regions are facing severe drought every year mainly because of the large-scale variations and unpredictability in the behaviour of the monsoon in India.

(i) Identify the Landslide-prone
regions of India and suggest some measures to mitigate the disasters caused by
these. भारत में भूस्खलन की आशंका वाले क्षेत्रों की पहचान करें और इनसे
होने वाली आपदाओं को कम करने के उपाय सुझाएं।
Ans. Landslide is the rapid sliding of large mass of bedrocks. Landslides are largely controlled by highly localised factors. Hence, gathering information and monitoring the possibilities of landslide is not only difficult but also immensely cost-intensive. It is always difficult to define in a precise statement and generalise the occurrence and behaviour of a landslide.
However, on the basis of past experiences, frequency and certain causal relationships with the controlling factors like geology, geomorphic agents, slope, land-use, vegetation cover and human activities, India has been divided into a number of zones.
(a)Very
High Vulnerability Zone: Highly unstable, relatively young
mountainous areas in the Himalayas and Andaman and Nicobar, high rainfall
regions with steep slopes in the Western Ghats and Nilgiris, the north-eastern
regions, along with areas that experience frequent ground-shaking due to
earthquakes, etc. and areas of intense human activities, particularly those
related to construction of roads, dams, etc. are included in this zone.
(b) High Vulnerability Zone: Areas
that have almost similar conditions to those included in the very high
vulnerability zone are also included in this category. The only difference
between these two is the combination, intensity and frequency of the
controlling factors. All the Himalayan states and the states from the
north-eastern regions except the plains of Assam are included in the high
vulnerability zones.
(c) Moderate
to Low Vulnerability Zone: Areas that receive less
precipitation such as Trans-Himalayan areas of Ladakh and Spiti (Himachal
Pradesh), undulated yet stable relief and low precipitation areas in the
Aravali, rain shadow areas in the Western and Eastern Ghats and Deccan plateau
also experience occasional landslides. Landslides due to mining and subsidence
are most common in states like Jharkhand, Odisha, Chhattisgarh, Madhya Pradesh,
Maharashtra, Andhra Pradesh, Karnataka, Tamil Nadu, Goa and Kerala.
Measures to mitigate the
landslides:-
It is always advisable to adopt area-specific measures to deal with landslides. Restriction on the construction and other developmental activities such as roads and dams, limiting agriculture to valleys and areas with moderate slopes, and control on the development of large settlements in the high vulnerability zones, should be enforced. This should be supplemented by some positive actions like promoting large-scale afforestation programmes and construction of bunds to reduce the flow of water. Terrace farming should be encouraged in the northeastern hill states where Jhumming (Slash and Burn/Shifting Cultivation) is still prevalent.

और ज़मीन धंसने (subsidence) के कारण होने वाला भूस्खलन झारखंड,
ओडिशा, छत्तीसगढ़, मध्य प्रदेश,
महाराष्ट्र, आंध्र प्रदेश, कर्नाटक, तमिलनाडु, गोवा और केरल
जैसे राज्यों में सबसे आम है।
भूस्खलन को कम
करने के उपाय:-
भूस्खलन से निपटने के लिए हमेशा क्षेत्र-विशिष्ट उपाय अपनाने की सलाह दी जाती है। निर्माण और अन्य विकासात्मक गतिविधियों जैसे सड़कों और बांधों पर प्रतिबंध; खेती को घाटियों और मध्यम ढलान वाले क्षेत्रों तक सीमित करना; और अधिक जोखिम वाले क्षेत्रों में बड़ी बस्तियों के विकास पर नियंत्रण लागू किया जाना चाहिए। इसके साथ ही कुछ सकारात्मक कदम भी उठाए जाने चाहिए, जैसे बड़े पैमाने पर पेड़ लगाने के कार्यक्रम चलाना और पानी के बहाव को कम करने के लिए मेड़ बनाना। पूर्वोत्तर के पहाड़ी राज्यों में, जहाँ अभी भी झूम खेती (काटो और जलाओ/स्थानांतरित खेती) का चलन है, वहाँ सीढ़ीदार खेती को बढ़ावा दिया जाना चाहिए।
(ii) What is vulnerability? Divide

Ans. Vulnerability is the inability to resist a hazard or to respond when a disaster has occurred. For instance, people who live on plains are more vulnerable to floods than people who live higher up.
The term ‘drought’ is applied to an extended period when there is a shortage of water availability due to inadequate precipitation, excessive rate of evaporation and over-utilisation of water from the reservoirs and other storages, including the ground water.
DROUGHT PRONE AREAS IN INDIA
On the basis of severity of droughts, India can be divided into
the following regions:
Extreme Drought Affected Areas : The
most parts of Rajasthan, particularly areas to the west of the Aravali hills,
i.e. Marusthali and Kachchh regions of Gujarat fall in this category. Included
here are also the districts like Jaisalmer and Barmer from the Indian desert
that receive less that 90 mm average annual rainfall.
Severe Drought Prone Area : Parts
of eastern Rajasthan, most parts of Madhya Pradesh, eastern parts of
Maharashtra, interior parts of Andhra Pradesh and Karnataka Plateau, northern
parts of interior Tamil Nadu and southern parts of Jharkhand and interior
Odisha are included in this category.
Moderate Drought Affected Area : Northern
parts of Rajasthan, Haryana, southern districts of Uttar Pradesh, the remaining
parts of Gujarat, Maharashtra except Konkan, Jharkhand and Coimbatore plateau
of Tamil Nadu and interior Karnataka are included in this category. The
remaining parts of India can be considered either free or less prone to the
drought.
CONSEQUENCES OF DROUGHT
Droughts have cascading effects on various other aspects of environment and society. Crop failure leading to scarcity of food grains (akal), fodder (trinkal), inadequate rainfall, resulting in shortage of water (jalkal), and often shortage in all the three (trikal) is most devastating.
Large-scale death of cattle and other animals, migration of humans and livestock are the most common sight to be seen in the drought-affected areas. Scarcity of water compels people to consume contaminated water resulting in spread of many waterborne diseases like gastro-enteritis, cholera, hepatitis, etc.
Some
mitigation measures:-
Droughts have both immediate as well as long-term disastrous consequences on the social and physical environments. Consequently, planning for drought has to take both aspects into consideration. Provision for the distribution of safe drinking water, medicines for the victims and availability of fodder and water for the cattle and shifting of the people and their livestock to safer places, etc. are some steps that need to be taken immediately. Identification of ground water potential in the form of aquifers, transfer of river water from the surplus to the deficit areas, and particularly planning for inter-linking of rivers and construction of reservoirs and dams, etc. should be given a serious thought. Remote sensing and satellite imageries can be useful in identifying the possible river-basins that can be inter-linked and in identifying the ground water potential. Dissemination of knowledge about drought-resistant crops and proper training to practise the same can be some of the long-term measures that will be helpful in drought-mitigation. Rainwater harvesting can also be an effective method in minimising the effects of drought.
कमज़ोरी (Vulnerability) का मतलब है किसी ख़तरे का सामना न कर पाना या आपदा आने पर उसका जवाब न दे पाना। उदाहरण के लिए, ऊंचे इलाकों में रहने वाले लोगों की तुलना में मैदानी इलाकों में रहने वाले लोग बाढ़ से ज़्यादा प्रभावित हो सकते हैं।
'सूखा' शब्द का इस्तेमाल उस लंबे समय के लिए किया जाता है जब कम बारिश, तेज़ी से पानी का वाष्पीकरण (evaporation) होने और जलाशयों व ज़मीन के नीचे के पानी का बहुत ज़्यादा इस्तेमाल होने के कारण पानी की कमी हो जाती है।
भारत में सूखे की आशंका वाले इलाके
सूखे की गंभीरता के आधार पर, भारत
को इन इलाकों में बांटा जा सकता है:
बहुत ज़्यादा सूखे से प्रभावित इलाके: राजस्थान
का ज़्यादातर हिस्सा, खासकर अरावली पहाड़ियों के पश्चिम का इलाका,
यानी गुजरात का मरुस्थली और कच्छ इलाका इस श्रेणी में आता है। इसमें
भारतीय रेगिस्तान के जैसलमेर और बाड़मेर जैसे ज़िले भी शामिल हैं, जहां सालाना औसत बारिश 90 मिमी से भी कम होती है।
गंभीर सूखे की आशंका वाले इलाके: पूर्वी
राजस्थान का कुछ हिस्सा, मध्य प्रदेश का ज़्यादातर हिस्सा, महाराष्ट्र का पूर्वी हिस्सा, आंध्र प्रदेश और कर्नाटक
पठार का अंदरूनी हिस्सा, तमिलनाडु के अंदरूनी हिस्से का उत्तरी
भाग और झारखंड का दक्षिणी भाग व ओडिशा का अंदरूनी हिस्सा इस श्रेणी में आते हैं।
मध्यम सूखे से प्रभावित इलाके: राजस्थान का उत्तरी भाग, हरियाणा, उत्तर प्रदेश के दक्षिणी ज़िले, गुजरात का बाकी हिस्सा, कोंकण को छोड़कर महाराष्ट्र, झारखंड और तमिलनाडु का कोयंबटूर पठार व कर्नाटक का अंदरूनी हिस्सा इस श्रेणी में आते हैं। भारत के बाकी हिस्सों को सूखे से मुक्त या कम सूखे की आशंका वाला माना जा सकता है।
सूखे के नतीजे
सूखे का पर्यावरण और समाज के कई दूसरे पहलुओं पर गहरा असर पड़ता है। फसल खराब होने से अनाज (अकाल) और चारे (तृणकाल) की कमी हो जाती है; कम बारिश से पानी की कमी (जलकाल) हो जाती है; और अक्सर इन तीनों की कमी (त्रिकाल) सबसे ज़्यादा विनाशकारी होती है।
सूखे से प्रभावित इलाकों में मवेशियों और दूसरे जानवरों की बड़े पैमाने पर मौत और लोगों व पशुओं का पलायन आम बात है। पानी की कमी के कारण लोग दूषित पानी पीने को मजबूर होते हैं, जिससे गैस्ट्रोएंटेराइटिस, हैजा, हेपेटाइटिस जैसी पानी से फैलने वाली कई बीमारियां फैलती हैं।
कुछ बचाव के उपाय:-
सूखे के सामाजिक और भौतिक पर्यावरण पर तुरंत और लंबे समय तक चलने वाले विनाशकारी असर होते हैं। इसलिए, सूखे के लिए योजना बनाते समय दोनों पहलुओं को ध्यान में रखना ज़रूरी है। सुरक्षित पीने का पानी और पीड़ितों के लिए दवाइयां बांटना, मवेशियों के लिए चारा और पानी का इंतज़ाम करना, और लोगों व उनके जानवरों को सुरक्षित जगहों पर पहुंचाना जैसे कुछ कदम तुरंत उठाए जाने चाहिए। ज़मीन के नीचे मौजूद पानी (ग्राउंड वॉटर) के स्रोतों (एक्विफ़र) की पहचान करना, नदी के पानी को ज़्यादा पानी वाले इलाकों से कम पानी वाले इलाकों में पहुंचाना, और खासकर नदियों को आपस में जोड़ने और जलाशय व बांध बनाने जैसी योजनाओं पर गंभीरता से विचार किया जाना चाहिए। रिमोट सेंसिंग और सैटेलाइट से मिली तस्वीरों का इस्तेमाल उन नदी-बेसिनों की पहचान करने में किया जा सकता है जिन्हें आपस में जोड़ा जा सके और ज़मीन के नीचे मौजूद पानी के स्रोतों का पता लगाने में भी मदद मिल सकती है। सूखे का सामना करने वाली फसलों के बारे में जानकारी फैलाना और उन्हें उगाने की सही ट्रेनिंग देना कुछ ऐसे लंबे समय के उपाय हो सकते हैं जो सूखे के असर को कम करने में मददगार साबित होंगे। बारिश के पानी को इकट्ठा करना (रेनवाटर हार्वेस्टिंग) भी सूखे के असर को कम करने का एक असरदार तरीका हो सकता है।

activities become the cause of disasters? विकास से जुड़ी गतिविधियाँ
कब आपदाओं का कारण बन सकती हैं?
Ans. Disasters are also caused by some
human activities. There are some activities carried by human beings that are
directly responsible for disasters. Bhopal Gas tragedy, Chernobyl nuclear
disaster, wars, release of CFCs (Chlorofluorocarbons) and increase of green
house gases, environmental pollutions like noise, air, water and soil are some
of the disasters which are caused directly by human actions.
There are some other activities of
human beings that accelerate or intensify disasters indirectly. Landslides
and floods due to deforestation, unscientific land use and construction
activities in fragile areas are some of the disasters that are the results of
indirect human actions.
It is a common experience that human-made
disasters have increased both in their numbers and magnitudes over the years
and concerted efforts are on at various levels to prevent and minimise their
occurrences.

का उत्सर्जन और ग्रीनहाउस गैसों में बढ़ोतरी, साथ ही शोर,
हवा, पानी और मिट्टी का प्रदूषण जैसी आपदाएँ सीधे
तौर पर इंसानी गतिविधियों की वजह से होती हैं।
इंसानों
की कुछ अन्य गतिविधियाँ भी हैं जो आपदाओं को अप्रत्यक्ष रूप से बढ़ाती या तीव्र करती
हैं। वनों की कटाई के कारण भूस्खलन और बाढ़, ज़मीन का अवैज्ञानिक
इस्तेमाल और संवेदनशील इलाकों में निर्माण कार्य जैसी आपदाएँ अप्रत्यक्ष मानवीय गतिविधियों
का परिणाम हैं।
