📚 Chapter Introduction / अध्याय परिचय
When many people live together, disagreements and disorder can arise. Rules help maintain order and harmony. The process of taking decisions, organising society through rules and ensuring that rules are followed is called governance.
The group or system that makes rules and ensures that they are followed is called a government. Important rules are called laws. This chapter introduces the meaning of governance, the need for government, the three organs of government, the three levels of government in India and the meaning and importance of democracy.

1. Governance and Government / शासन और सरकार
Rules are necessary in families, schools, workplaces, traffic and society. Without rules, social life can become disorderly and difficult to manage.
Governance is the process of taking decisions, organising society through different sets of rules and ensuring that the rules are followed. A government is the group of individuals or the system that makes rules and ensures that they are followed. Some important rules are called laws.
परिवार, विद्यालय, कार्यस्थल, यातायात और समाज में नियम आवश्यक होते हैं। नियमों के बिना सामाजिक जीवन अव्यवस्थित और कठिन हो सकता है।
शासन निर्णय लेने, विभिन्न नियमों के माध्यम से समाज के जीवन को व्यवस्थित करने और नियमों का पालन सुनिश्चित करने की प्रक्रिया है। सरकार वह समूह या व्यवस्था है जो नियम बनाती है और उनका पालन सुनिश्चित करती है। कुछ महत्वपूर्ण नियमों को कानून कहा जाता है।

2. Why Do We Need Government? / सरकार की आवश्यकता क्यों?
A government is needed because a large society requires organised decision-making and systems for implementing rules. Government helps maintain law and order and performs many responsibilities for society.
It makes or changes laws, implements them, provides public services, protects the country and deals with situations such as disasters and emergencies.
सरकार की आवश्यकता इसलिए होती है क्योंकि बड़े समाज में व्यवस्थित निर्णय लेने और नियमों को लागू करने के लिए एक व्यवस्था चाहिए। सरकार कानून-व्यवस्था बनाए रखने तथा समाज के लिए अनेक जिम्मेदारियाँ निभाने में सहायता करती है।
सरकार कानून बनाती या बदलती है, उन्हें लागू करती है, सार्वजनिक सेवाएँ उपलब्ध कराती है, देश की रक्षा करती है और आपदा तथा आपातकाल जैसी परिस्थितियों से निपटती है।

4. Separation of Powers / शक्तियों का पृथक्करण
The three organs of government should remain separate in their roles, while interacting and working together. This arrangement is called separation of powers.
It creates a system of checks and balances, so that one organ can check the actions of another and help prevent misuse of power.
सरकार के तीनों अंग अपनी-अपनी भूमिकाओं में अलग रहते हुए एक-दूसरे के साथ मिलकर कार्य करते हैं। इस व्यवस्था को शक्तियों का पृथक्करण कहा जाता है।
इससे नियंत्रण और संतुलन (Checks and Balances) की व्यवस्था बनती है। एक अंग दूसरे के कार्यों की जाँच कर सकता है, जिससे शक्ति के दुरुपयोग को रोकने में सहायता मिलती है।
शक्तियों का पृथक्करण यह नहीं कहता कि तीनों अंग कभी एक-दूसरे से संपर्क नहीं करेंगे। उनकी भूमिकाएँ अलग हैं, लेकिन सुशासन के लिए उनका सहयोग आवश्यक है।

6. What is Democracy? / लोकतंत्र क्या है?
Democracy is a system in which people participate in governing themselves, mainly through elected representatives at larger levels of government.
Democracy gives citizens a role in decisions that affect them. It is based on participation, representation, equality and respect for the rights and dignity of citizens.
लोकतंत्र ऐसी शासन-व्यवस्था है जिसमें लोग अपने शासन में भाग लेते हैं और बड़े स्तरों पर मुख्यतः निर्वाचित प्रतिनिधियों के माध्यम से शासन में अपनी भूमिका निभाते हैं।
लोकतंत्र नागरिकों को अपने जीवन को प्रभावित करने वाले निर्णयों में भूमिका देता है। यह सहभागिता, प्रतिनिधित्व, समानता तथा नागरिकों के अधिकार और गरिमा के सम्मान पर आधारित है।
7. Direct and Representative Democracy / प्रत्यक्ष और प्रतिनिधि लोकतंत्र
In direct democracy, people themselves participate in taking a decision. The textbook gives a classroom example: students vote directly between two picnic places, and the option receiving more votes is selected.
Voting is a method of making a decision by counting the choices of participants.
प्रत्यक्ष लोकतंत्र में लोग स्वयं किसी निर्णय को लेने में सीधे भाग लेते हैं। पाठ्यपुस्तक में कक्षा के पिकनिक स्थल का उदाहरण दिया गया है, जहाँ विद्यार्थी दो स्थानों में से एक के पक्ष में सीधे मतदान करते हैं।
मतदान वह प्रक्रिया है जिसमें भाग लेने वाले लोगों की पसंद/मतों की संख्या के आधार पर निर्णय लिया जाता है।
बड़े देश में प्रत्येक नागरिक का हर निर्णय में सीधे भाग लेना व्यावहारिक नहीं है। इसलिए नागरिक प्रतिनिधियों का चुनाव करते हैं, जो उनकी ओर से शासन और निर्णय-निर्माण में भाग लेते हैं।
8. Grassroots Democracy / आधारभूत लोकतंत्र
The term grassroots democracy refers to a system that enables and encourages ordinary citizens to participate in decisions. Citizens should have a say in decisions that affect their lives.
The idea is called “grassroots” because ordinary people form the base of society. Local participation brings democratic decision-making closer to the people.
आधारभूत लोकतंत्र ऐसी व्यवस्था को कहा जाता है जो सामान्य नागरिकों को निर्णयों में भाग लेने के लिए सक्षम और प्रोत्साहित करती है। नागरिकों को अपने जीवन को प्रभावित करने वाले निर्णयों में अपनी बात रखने का अवसर मिलना चाहिए।
इसे “आधारभूत” इसलिए कहा जाता है क्योंकि सामान्य नागरिक समाज की नींव होते हैं। स्थानीय भागीदारी लोकतांत्रिक निर्णय-निर्माण को लोगों के अधिक निकट लाती है।

According to the textbook, India is the world's largest democracy. In principle, Indian citizens aged 18 years and above have the right to participate in elections.

🌟 A.P.J. Abdul Kalam: An Inspiring Example / ए.पी.जे. अब्दुल कलाम: प्रेरणादायक उदाहरण
Dr. A.P.J. Abdul Kalam was born in a humble family in Rameswaram, Tamil Nadu, in 1931. He became a renowned scientist and served as the 11th President of India from 2002 to 2007.
Although the President is the nominal head of the Union executive, Dr. Kalam used his position and personal influence to connect with people, especially young people, and promote education, innovation, dreams, hard work and perseverance.
डॉ. ए.पी.जे. अब्दुल कलाम का जन्म 1931 में तमिलनाडु के रामेश्वरम में एक साधारण परिवार में हुआ था। वे प्रसिद्ध वैज्ञानिक बने और 2002 से 2007 तक भारत के 11वें राष्ट्रपति रहे।
राष्ट्रपति संघ की कार्यपालिका के नाममात्र प्रमुख होते हैं, फिर भी डॉ. कलाम ने अपने पद और व्यक्तित्व के माध्यम से विशेषकर युवाओं से जुड़कर शिक्षा, नवाचार, बड़े सपने, परिश्रम और दृढ़ता को प्रोत्साहित किया।

हिन्दी: शासन निर्णयों और नियमों के माध्यम से समाज को व्यवस्थित करने की प्रक्रिया है। सरकार नियम बनाने और लागू करने, व्यवस्था बनाए रखने, सेवाएँ उपलब्ध कराने तथा सामूहिक समस्याओं से निपटने के लिए आवश्यक है। आधुनिक सरकार के तीन अंग हैं— विधायिका, कार्यपालिका और न्यायपालिका। इनके पृथक्करण से नियंत्रण और संतुलन बना रहता है। भारत में सरकार के तीन स्तर—केंद्र, राज्य और स्थानीय—हैं। लोकतंत्र लोगों को अपने शासन में भाग लेने का अवसर देता है। बड़े स्तर पर नागरिक सामान्यतः निर्वाचित प्रतिनिधियों के माध्यम से भाग लेते हैं। प्रत्यक्ष लोकतंत्र में लोग सीधे भाग लेते हैं, जबकि आधारभूत लोकतंत्र सामान्य नागरिकों को अपने जीवन को प्रभावित करने वाले निर्णयों में अपनी बात रखने के लिए प्रोत्साहित करता है।
