Good governance in a democracy aims to empower citizens so that they can participate actively in the functioning of their country. In Chapter 11 we studied local government in rural areas. This chapter explains how the same broad idea of participatory democracy works in cities and towns.

Urban areas are generally more complex and diverse than villages, so their local governance system also has to deal with a wider variety of needs and services.

Cities and towns are divided into smaller units called wards. Ward committees help facilitate local activities and keep track of problems in the area.

Examples include organising health camps, campaigns against single-use plastics, and reporting problems such as water leaks, blocked drains and damaged roads.

The exact functioning of wards can differ from State to State, depending on the rules made by the State.

The chapter highlights the Madras Corporation, now called the Greater Chennai Corporation, as the oldest municipal institution in India.

It was established on 29 September 1688. The East India Company had issued a charter the previous year constituting the town of Fort St. George and the territory within 16 km of the Fort into a corporation. A Parliamentary Act of 1792 gave the corporation power to levy municipal taxes in the city.

Depending on the size of an urban settlement, the local body may be a Municipal Corporation, Municipal Council or Nagar Panchayat. Urban local bodies perform many functions such as infrastructure maintenance, water services, garbage collection, sanitation, local taxation, implementation of government schemes and development planning. Citizens are an essential part of this system: they must follow local rules, segregate waste, care for public spaces and report problems. Thus, urban local government is an important expression of participatory democracy.

हिन्दी: नगरीय स्थानीय निकाय शहरों और कस्बों में स्थानीय मामलों का प्रबंधन करने वाली विकेंद्रीकृत संस्थाएँ हैं। शहरों को वार्डों में बाँटा जाता है और वार्ड समितियाँ स्थानीय समस्याओं की पहचान तथा सूचना देने में सहायता कर सकती हैं। नगरीय क्षेत्र के आकार के अनुसार स्थानीय निकाय नगर निगम, नगर पालिका/नगर परिषद या नगर पंचायत हो सकता है। नगरीय स्थानीय निकाय आधारभूत संरचना, जल सेवाएँ, कचरा संग्रहण, स्वच्छता, स्थानीय कर, सरकारी योजनाओं के क्रियान्वयन और विकास योजना जैसे अनेक कार्य करते हैं। नागरिक भी इस व्यवस्था का महत्वपूर्ण हिस्सा हैं—उन्हें स्थानीय नियमों का पालन करना, कचरे को अलग करना, सार्वजनिक स्थानों की देखभाल करना और समस्याओं की सूचना देना चाहिए। इस प्रकार नगरीय स्थानीय सरकार सहभागी लोकतंत्र की महत्वपूर्ण अभिव्यक्ति है।
