पंजाब में बाढ़ आने का कारण अति वृष्टि के साथ - साथ बाँधों के नकारात्मक प्रभाव तो नहीं हैं? Is the flood in Punjab caused not by excessive rainfall but also by the negative impact of dams?
पंजाब के 23 में से 12 जिले (गुरदासपुर, पठानकोट, होशियारपुर, कपूरथला, तरनतारन, फिरोजपुर, फाजिल्का, जालंधर और रूपनगर (रोपड़)) वर्ष 2025 के अगस्त – सितंबर माह में बाढ़ से बुरी तरह प्रभावित हुए। जिससे खेती की करीब 3 लाख एकड़ पर धान, कपास और मक्का की फसल पूरी तरह से बर्बाद हो गई है।
पिछले 6 सालों में पंजाब तीसरी बार बाढ़ की चपेट में है। इससे पहले साल 2023 और 2019 में भी पंजाब बाढ़ से प्रभावित हुआ था। साल 2023 की बाढ़ में पंजाब के 1500 से ज्यादा गांव प्रभावित हुए थे और करीब 2 लाख 21 हजार हेक्टेयर जमीन पर खड़ी फसल बर्बाद हो गई थी।
इसी तरह से 2019 में आई बाढ़ में 300 से ज्यादा गांव बाढ़ से प्रभावित हुए थे और हजारों हेक्टेयर की फसल बर्बाद हो गई थी।
मई 2025 में पंजाब सरकार इस बात पर उलझी हुई थी कि भाखड़ा नांगल डैम के पानी को हरियाणा और राजस्थान को दिया जाए या नहीं, और अगर दिया जाए तो कितनी मात्रा में बांटा जाए। इसको लेकर भी खूब बवाल हुआ क्योंकि भाखड़ा नांगल डैम में पानी को ज्यादा मात्रा में रोका जाने लगा था।
इस मुद्दे पर पंजाब सरकार, भाखड़ा नांगल मैनेजमेंट बोर्ड और हरियाणा सरकार से उलझी रही, इसीलिए बाढ़ से निपटने की तैयारी का कोई मौका ही नहीं मिला, और जब मॉनसून में पहाड़ों से ज्यादा मात्रा में पानी आया, तो पंजाब के पठानकोट के पास रावी नदी पर बने रणजीत सागर डैम (इसको को 'थीन डैम' भी कहा जाता है) (जिसका मुख्य उद्देश्य: जलविद्युत उत्पादन, सिंचाई और जल आपूर्ति करना है), हिमाचल प्रदेश के कांगड़ा जिले में ब्यास नदी पर बने पोंग बाँध (इसे महाराणा प्रताप सागर या पोंग जलाशय के नाम से भी जाना जाता है) और सतलुज नदी पर बने भाखड़ा-नागल बाँध से ज्यादा मात्रा में पानी छोड़ना मजबूरी हो गया। इन बांधों पर पानी खतरनाक लेवल पर आ गया था,और माना जा रहा है कि पंजाब में बाढ़ की एक प्रमुख वजह यह खराब प्रबंधन और ये बाँध भी है।

12 (Gurdaspur, Pathankot, Hoshiarpur, Kapurthala, Tarn Taran, Ferozepur, Fazilka, Jalandhar and Rupnagar (Ropar) ) out of 23 districts of Punjab were badly affected by floods in the months of August – September of the year 2025. Due to which the crop of paddy, cotton and maize on about 3 lakh acres of cultivation has been completely destroyed.
Punjab is in the grip of floods for the third time in the last 6 years. Earlier in the year 2023 and 2019 also Punjab was affected by floods. In the flood of the year 2023, more than 1500 villages of Punjab were affected and the standing crop on about 2 lakh 21 thousand hectares of land was destroyed.
Similarly, in the flood in 2019, more than 300 villages were affected by the floods and crops of thousands of hectares were destroyed.
In May 2025, the Punjab government was entangled in the matter whether the water of Bhakra Nangal Dam should be given to Haryana and Rajasthan or not, and if given, then in what quantity it should be distributed. There was a lot of uproar about this too because water was being stopped in large quantities in Bhakra Nangal Dam.
The Punjab government was embroiled in this issue with the Bhakra Nangal Management Board and the Haryana government, and so there was no opportunity to prepare for the floods. When the monsoon brought more water from the mountains, it became necessary to release more water from the Ranjit Sagar Dam (also known as 'Thein Dam') built on the Ravi River near Pathankot in Punjab (whose main purpose is to produce hydroelectricity, provide irrigation and water supply), the Pong Dam (also known as Maharana Pratap Sagar or Pong Reservoir) built on the Beas River in Kangra district of Himachal Pradesh and the Bhakra Nangal Dam built on the Sutlej River. The water in these dams had reached dangerous levels, and it is believed that this poor management and these dams are a major reason for the floods in Punjab.
