Ans. जहाँ नियतिवादी विद्वान् प्रकृति (Nature) को समस्त मानवीय क्रियाओं का नियंत्रक (Determinant) मानते हैं, वहीं सम्भववादी विद्वान् प्रकृति के इस नियंत्रण में कुछ संभावनाओं को तलाशते हैं। While determinist scholars consider nature as the controller of all human activities, possibilist scholars look for some possibilities in this control of nature.
इन दोनों विचारधाराओं के समन्यव के रूप में एक तीसरी विचारधारा आस्ट्रेलियाई भूगोलवेत्ता ग्रिफिथ टेलर ने प्रस्तुत की, जो पर्यावरण निश्चयवाद तथा सम्भववाद की चरम सीमाओं के बीच का दर्शन या विचारधारा है। As a coordination of these two ideologies, a third ideology was presented by Australian geographer Griffith Taylor, which is a philosophy or ideology between the extreme limits of environmental determinism and possibilism.
ग्रिफिथ टेलर ने इस विचारधारा को नव निश्चयवाद या आधुनिक निश्चयवाद अथवा रुको और जाओ निश्चयवाद अथवा वैज्ञानिक निश्चयवाद या नव नियतिवाद कहा है। Griffith Taylor has called this ideology Neo-Determinism or Modern Determinism or Stop and Go Determinism or Scientific Determinism or Neo Environmental Determinism.
ग्रिफिथ टेलर का मानना था कि “वास्तव में न तो प्रकृति का ही मनुष्य पर पूरा नियन्त्रण है और न ही मनुष्य प्रकृति का पूर्ण विजेता है; दोनों का एक - दूसरे से क्रियात्मक सम्बन्ध है।” Griffith Taylor believed that “In reality, neither nature has complete control over man nor man is the complete conqueror of nature; both have a functional relationship with each other.”
उसने इस कथन को समझाने हेतू उदाहरण स्वरूप यातायात चौराहे पर खड़े ट्रैफिक पुलिस के सिपाही से उदाहरण प्रस्तुत किया; कि जिस प्रकार ट्रैफिक चौराहे पर खड़ा सिपाही या लाल बत्ती (Red Light) कुछ समय के लिए ट्रैफिक को नियंत्रित तो कर सकते हैं, पर पूर्ण रूप से सदा के लिए नहीं रोक सकते हैं अर्थात रुको (लाल बत्ती) और जाओ (हरी बत्ती) का सिद्धांत। To explain this statement, he gave the example of a traffic policeman standing at a traffic intersection; that just as a policeman standing at a traffic intersection or a red light can control the traffic for some time, but cannot completely stop it forever, i.e. the principle of stop (red light) and go (green light).
इसी प्रकार प्रकृति मानव को अपने नियन्त्रण में तो रखती है परन्तु मानव उसमें अपने विवेक व बुद्धि से सम्भावनाएं प्रस्तुत करता है। इसके विपरीत कभी – कभी जब मानव अपने आपको सर्वोपरी समझने लगता है तो प्रकृत्ति अपनी पलक झपकाने मात्र अवधि एवं शक्ति से मानव को अपना रौद्र रूप दिखाती है। जैसे – भयंकर भूकम्प (26 जनवरी 2001 को भुज, गुजरात) व सुनामी (26 दिसंबर 2004 को हिन्द महासागर में), सूखा एवं वर्ष 2025 में हिमालय के धराली (5 अगस्त) एवं पंजाब (अगस्त - सितंबर) में आई बाढ़ें आदि। Similarly, nature keeps humans under its control, but humans present possibilities in it with their discretion and intelligence. On the contrary, sometimes when humans start considering themselves superior, nature shows its fierce form to humans with the duration and power of a blink of an eye. Like – terrible earthquake (Bhuj, Gujarat on 26 January 2001) and tsunami (in the Indian Ocean on 26 December 2004), drought and floods in Dharali (5 August) of Himalayas and Punjab (August - September) in the year 2025, etc.
दूसरे शब्दों में नव – निश्चयवाद विचारधारा के समर्थकों का मानना है कि “मानव, प्रकृति का आज्ञापालक बनकर ही इस पर विजय प्राप्त कर सकता है।” In other words, the supporters of neo-determinism ideology believe that “man can conquer nature only by obeying it.”

नव निश्चयवाद विचारधारा की प्रमुख विशेषताएं:-
Main features of neo-determinism ideology:-
1. यह विचाधारा, पर्यावरणीय निश्चयवाद और सम्भववाद के बीच का मार्ग प्रस्तुत करती है। 1. This ideology presents a path between environmental determinism and possibilism.
2. इसमें पर्यावरण को नुकसान पहुंचाए बिना (सतत पोषणीयता) समस्याओं को सुलझाने पर बल दिया जाता है। 2. It emphasizes on solving problems without harming the environment (sustainable sustainability).
3. इस विचारधारा के अनुसार मनुष्य न तो पूर्ण रूप से प्रकृति पर निर्भर हो सकता है और न ही प्रकृति से स्वतंत्र रहकर जी सकता है। 3. According to this ideology, man can neither be completely dependent on nature nor can he live independently of nature.
4. प्रकृति पर विजय पाने के लिए हमें प्रकृति के नियमों का पालन करना होगा। 4. To conquer nature, we have to follow the laws of nature.
5. विकास करते समय हमें प्राकृतिक सीमाओं (Limitations) का ध्यान रखना होगा। जैसे – औद्योगिक विकास करते समय जंगलों को नष्ट होने से बचना होगा, खनन करते समय अति दोहन से बचना होगा। 5. While developing, we have to keep in mind the natural limitations. For example, while doing industrial development, we have to avoid destruction of forests, while doing mining, we have to avoid overexploitation.
